Trying to find an old Shirley Temple movie hellpp?

In the movie, Shirley Temple's an orphan with a big sister and this man comes by to adopt her and ends up taking the both of them. Shirley also started a ruckus at dinnertime with a song. Then the man claims that their real adopter, Mr. Black, is away on a trip and of course it's all a story. He buys them lovely gifts and Shirley learns how to be a bit more proper. Please, if you could put a title to this movie, I would be forever grateful. 10 points!
