What happens when ICBC is unable to serve me papers for me to aknowledge my 2month prohibition?
You don't have to acknowledge anything. All ICBC or any Ministry or Department of Transportation has to do is send the notice to your last known address (sometimes registered sometimes regular mail) in order to fulfill the requirements that you be informed of the license suspension. There is no further action they will take. If you continue to drive and are caught then you will be arrested and the vehicle impounded. Plus your vehicle's insurance is not valid if you drive with a suspended license, which means if you get into an accident your insurance will not cover you and you will become financially responsible for everyone's damages.
